In his FDA work, Steve’s practice focuses on regulatory, transactional, and compliance matters throughout the product life cycle. This includes approval, acquisition, licensing, marketing, distribution, pricing, and enforcement of prescription and over-the-counter (OTC) drugs, biologics, biosimilars, food and food additives, generally recognized as safe (GRAS) substances and packaging, medical devices, and dietary supplements. He also counsels clients that are the targets of the FTC, the US Department of Justice (DOJ), and state investigations; advises clients on Hatch-Waxman matters; and assists them with FTC, FDA, and state consumer protection matters.

During the course of his career, Steve has handled many life sciences transactions, including acquisitions, collaborations, and licensing. For several years, Legal Media Group (LMG) Life Sciences has singled out Steve as a Life Sciences Star in both regulatory and competition, and in 2013 named him to its Life Sciences Hall of Fame. In his antitrust practice, Steve counsels companies on mergers, joint ventures, and other collaboration agreements. He also advises on pricing and price discrimination, product distribution, marketing and advertising, monopolization, trade associations, and the application of the antitrust laws to regulated industries, particularly life sciences and energy. Steve is a member of the Morgan Lewis CFIUS working group. He is a former member of Morgan Lewis’s Advisory Board and its Finance Committee, and a former vice chair of the Washington, DC, office Management Committee.
